correctly pointed out MOST thai consulates require you hold a passport from the country you're applying for the O-A visa in. OR at the least have legally residency in that country.
Your residence under the O-A (retirement) would be in Thailand. You could apply for a Tourist Visa for China using the Thailand address. I have done it in getting a China Tourist Visa....and I am on an O-A from USA. Please confirm with the India Embassy websites.
as a Canadian Citizen can you obtain the O-A in Los Angeles? I do not know the answer. I thought the O-A was only available from your home country. But you also state you have residence in the USA. Anyway...hope all works well for you.
