I applied successfully from The Royal Thai Embassy in London.

I got my OA visa through the Thai consulate in Vancouver there was no requirement for accommodation

Thousands have. You can ONLY get the OA from your home country. What is your question as this isn't a question.

You can get the OA from a Country you have permanent residency in.

I know but the UK might not require proof of 1 year lease like Dubai does.

That's only required if you're not a Citizen of the UAE and applying via the RTE Dubai, I'm guessing the OP doesn't have PR in the UAE!

ah ok. Our issue was to get the visa here (we are uk nationals living in Dubai) it says we must have a 12 month hotel booking it own a property in Thailand. Is an alternative a rental co tract and does it need to be for 12 months? We had hoped to arrive and after temporary accommodation find a long term rental. Trying to avoid refusal at the embassy here if we do not have the 12 month in place.

so theoretically you could apply evisa in the UK, you just need to make them think you're in the UK currently. You could purchase an onward travel plane ticket from the UK to Thailand for your visa application. But I'm not sure what the UK requirements for the OA are.

if they say that's what they want it might not be possible to get around it. It doesn't make much sense but each embassy gets to make their own rules. It's easy to "fake" 90 days for the shorter visas but I'm not sure how to get around that for 1 year. A lot of times they want a lease and the ID card of the owner and other items.
