TLDR : Answer Summary
Foreigners holding a Valid Non-Immigrant Visa (O-A and O-X) have been granted permission to enter Thailand since September 29, 2020, according to the Royal Thai Embassy in Bern. There are inquiries about the applicability of this for retirement visas, renewal of visas, and experiences with travel amidst the pandemic.

I'm married to a Thai, still working at the moment. Hopefully retire next year. I'm in Afghanistan and can't leave the base. Probably travel through Dubai as usual. I don't have a Thai bank account yet. What type visa should I get while I sort things out. Maybe next year everything will change what do you think I should do

I had to go to the embassy in UK four times to sort information and two times they gave me the wrong email address to send my documents to in Thailand to get my entry letter. Good luck. Keep trying is all I can say.

So this is saying if you have a retirement visa you can enter Thailand?
Hailey *******
Todd Yowell ohh you are THE Todd.. ;)
Hailey *******
Todd Yowell Yes, the 800,000THB requirement for the elite visa is the COST of the visa. The 800,000THB requirement for the Non OA is the amount that must be held in a bank account. And the requirement for the Non OX is a deposit of 3 million or 1.8 million PLUS annual income of 1.2 million, with 1.5 million staying in the bank at all times. You can withdraw this money, but if you go less than 1.5 million you will encounter problems with your visa, so best to only do this if you plan on canceling your visa and not returning to Thailand (or sorting out a different visa)
Hailey *******
It specifies Non OA and Non OX, but doesn’t list Non O on the basis of retirement
