I’ve just been reading the latest on the proposed amendments to the TM30 requirements, am I right in assuming the following. If you’re on a retirement extension or a long stay visa, and have multiple re entry permits, when returning form abroad to the same address in Thailand, you don’t need to report for the TM30.

That's the way I read it also...I am on Thailand Elite so have two more years before I have to do it again, assuming I don't move to a new location in that time...happy days
So far only Chiang Mai and Phuket have confirmed the change and only require a new TM30 if you move to a new address. It does look fairly official though, so hopefully other offices will fall in line.
I am not sure you are correct in saying you do not have to report coming back from abroad. As I read it, the landlord or house owner (for me my wife) does not have to report anymore.
That also is a huge benefit to some, as they do not have to chase their landlord to do the paperwork.
When I was on retirement extension for a year I tried at Jomtien to report for TM30 a couple of times after returning from overseas. They chased me away both times saying no need if returning same address. It would seem though different Imm Offices applied the rules differently. I hope this latest directive is to standardise. I am on BOI Work Permit now though and no TM30 or 90 day reporting. I mentioned it at work and nobody even knew what they were and had never done it.
