TLDR : Answer Summary
The landlord is responsible for submitting the TM30 form on your behalf. It's advisable to confirm this by asking your landlord for a photo of the TM30 receipt, which you'll need for your visa extension.

My landlord sent me a photo of the TM30 receipt. I used it for my 1 year extension. You should confirm that they submitted the TM30 by having them send you a photo of the receipt.
