TLDR : Answer Summary
The need to report to immigration when returning to your registered address in Thailand varies by province. Generally, if you are on an O-A retirement visa and returning from within Thailand, you are not required to file a new TM30 report unless you are changing your registered permanent address. Some expats have indicated that reporting may not be necessary unless you are returning from outside the country.

I asked at Udon Immigration when I did my last TM30 if I have to do this everytime I leave and enter Thailand (as I frequently do for work) and they said "no, only when you change permanent address"
However bear in mind things change quickly and the guy next to the one I spoke to may have a different opinion TIT
as a general rule you only file a TM.30 or update your previously filed one when you return from out of the country with a new entry date and new TM.6 arrival/departure card.
