I will be arriving getting my 3 rd visa exempt this year. I will be renting a condo this time for 1 month not using a hotel this time. Will I need to have any paperwork , forms, etc. for immigration? Or do I have to report to an immigration office within 24 hours with proof?

TLDR : Answer Summary
When staying in Thailand with a visa exemption and renting a condo, you should be aware that your landlord is responsible for reporting your arrival to the local immigration office within 24 hours. However, requirements may vary depending on local enforcement, so it's best to confirm with the immigration rules in your specific area, in this case, Huahin.

You can file a TM.30 at the Blu Port Mall sattelite immgration office in Hua Hin without going to the main office.

I am not sure of their requirements but as a rule they are pretty easy going down there.

How about stating where in thailand you'l be living so that people can tell you IF the immigration office in that area requires you to file a TM.30 form or not?

Your landlord should report you within 24 hours after arriving. But this all depends on the enforcement of the rules of the local Immigration Office.

The Visa, Visa Exempt Entry or Elite Visa has nothing to do with the rule that every foreigner has to be registerd within 24 hours after arrival, this can be done by the landlord, house owner, house master or manager of hotel.
