TLDR : Answer Summary
Yes, you are still required to inform immigration of your address within 24 hours of arrival in Thailand. If you are staying at a hotel, the hotel will handle this registration for you. However, if you do not interact with immigration, you may not be approached about it. Landlords are also responsible for registering guests and can be fined if they fail to do so.

It's actually in the responsibility of the Hotel or landlord. They are fined 1600,- thb if they don't do it.

In practice the only one ever fined is the person who needs to use immigration.

Still a rule (within 24 hours) but if you need no interaction with an immigration office then no one is going to bother you if you don’t. If you stay in a hotel they’ll do it for you automatically anyway.
