I’ve just received my Non-IMM O-A (retirement) VISA from the Los Angeles Thai Consulate and will be entering for the first time next week. I’m staying at a friends condo in Pattaya in the beginning so my address won’t be reported by any landlord or hotel manager. Am I required to go and report my address myself the day after arriving within 24 hours? Or does the address I will have put on my arrival form suffice for that? Just wanna make sure I understand correctly what is expected. Thanks!

TLDR : Answer Summary
After arriving in Thailand on a Non-IMM O-A visa, you are required to report your residence address within 24 hours. Since you are staying at a friend's condo, your friend should file the TM30 form to report your presence to immigration. If they do not do this, you will need to personally go to the Pattaya Immigration office to self-report your address.
In Pattaya I am staying at a friends house. My friend went to Pattaya Immigration within 24 hours of my arrival and filed the TM30 showing I am staying in their house. Immigration gave receipt and just last week I made my 90 days report to Pattaya Immigration and now have a new receipt of it stapled in my passport showing the due date of my next 90.days report. I am on the O-A visa and like you, got mine from the Los Angeles Thai Consulate.
Your friend is required to report you are staying at their address. And if they don't or will not, go to Pattaya Immigration and self report your residence address.
In pattaya yes you will have to go to the immigration office and self report....or maybe if there is a front desk at the condo they might do it for you
