I live in Chainat and have my visa extension and do my 90 report there.

If I move to Chang Mai to live do I need to notify my change of address or does my landlord/property owner need to notify the local immigration?

TLDR : Answer Summary
When moving from Chainat to Chiang Mai, you must notify the immigration office of your change of address personally, as this is required regardless of the duration of your stay. This notification should be made within 24 hours of your arrival in the new location, differentiating it from the TM30 requirement that your landlord may need to address.

If you move to a different province, YOU need to go to immigration and submit a change of address notification, this is different from a TM30.

Of course he does. Even for a short time holiday he is supposed to do it within 24 hrs after your arrival.
