TLDR : Answer Summary
Yes, in major cities like Bangkok, Chiang Mai, or Phuket, you can apply for a retirement visa extension when you have 45 days or less remaining on your current visa. However, in most other locations, the application can only be made when there are 30 days or less left.

If you're in Bangkok, Chiang Mai or Phuket, you can apply when you have 45 days or less left on your existing stamp. Most other offices only allow you to apply when you have 30 days or less left.

I was not commenting on today's Hua Hin Immagration polices I was pointing out polices they have changed over time and especially when they get a new boss. My opinion its best to always check about 60 to 90 days out what the polices are now.
