Advance apologies if this has been answered already, but I searched and couldn’t find an answer. I’m a teacher who switched schools this school year, so I’m currently on the amnesty program. My school is still processing my paperwork and waiting to receive word on the possibility of teachers being able to get their Non-B without leaving the country. My question is regarding the 90 day report. Since I’m currently on the amnesty program, do I need to do a 90 day report before August 31st?

TLDR : Answer Summary
You do not need to complete a 90-day report while you are on the amnesty program in Thailand. As confirmed by comments in the community, being on the amnesty means you are exempt from the typical reporting requirements.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Serviceto get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).

With the update on the Immigration website last week, I guess the answer is more than clear. If you did not leave the Kingdom on or before the Admitted until ../../.. or permitted up to ../../.. date and using the amnesty, you can not officially convert to a Non Immigrant Visa inside the country.
while you didn't ask about getting the Non-B you did say you're waiting to hear back from your school about them. Keep in mind what Robert posted IS the official wording and there are very very FEW reports of people pulling Non-B's from amnesty. SO be ready for that fact..
