Hi. Currently I'm on visa amnesty (entered Thailand on 19 march with 30-day stamp). And I wonder if I have to do 90-days report?

TLDR : Answer Summary
If you are on a visa amnesty after entering Thailand with a 30-day stamp, you do not need to do a 90-day report. This applies especially if your entry was on a visa exemption stamp.

It was not visa extemp. I was going to receive 2nd tourist visa in a row. But they declined my application. So I had to enter Thailand with 30 days stamp which is standard for Russian passport holders according to some international agreement between Thai and Russian government. Technically it's not even a 30-day VISA.
It's a bi-lateral agreement stamp. Same principal applies; you're only supposed to be here for 30 days, and now the Thai government waived the overstay fines and punishments ("the amnesty").
Ok. Technically I'm just reading text TM6 slip which states that "if alien stays in kingdom more than 90 days he/she must notify immigration". I mean no matter why but soon it will be 90 days for me.
That's IF you're legally in Thailand after 90 days. To be legally in Thailand, you must have an extension of stay; you don't - you're on amnesty. If you try to file a 90 day report it will be rejected.
No, you will not do a 90 day report since legally you can only stay 30 days on the bilateral agreement stamp. People must do a 90 day report if they are in Thailand, legally, for more then 90 days. You are only allowed in Thailand for 30 days.
