Do I need to wait and complete my first 90 days reporting before I can apply for a residence certificate? I wanted to get a Thai license which needs me to get the residence certificate.

I didn't get any receipt filing online. All I have is a screenshot I can print out from the profile page which show my address with the "Approved" status.
I'm not aware of any immigration office that currently requires you need to have done a 90 day report to get a residence certificate. But be aware that some offices require you have a Non-immigrant visa to get a driving license

I think I read that Bangkok insist on 90 day report first, but other immigration offices (like Hua Hin) don't require the 90 day report, so you might be better stating which office you use.
Yes, I have completed my TM30 online and received an "Approved" status instantly. I didn't get any email confirmation though but I will do a screenshot/printout of it and take it with me when applying for sure. Hopefully that's sufficient in terms of "proof".
