Could someone please clarify the need to cancel an ED visa? It Is my understanding that if you leave the country you need to pay to cancel the visa. However, what happens if you wait until the expiration date? Do you still need to pay to cancel it? Do you need to book your flight for the same date as it expires? Thanks!

TLDR : Answer Summary
If you hold an ED visa and are nearing its expiration, you are required to take action. If you're on an extension of the ED visa, you need to apply for cancellation at the immigration office, but there is no fee for this process. However, if you leave the country without officially canceling your extension, you may face overstaying penalties. In contrast, if you are still within the initial 90-day period of the NON-ED visa, you don't need to perform any cancellation before leaving. Overall, it is advised to manage cancellations properly to avoid future immigration issues.

Not sure who told you it costs money to cancel, but it doesn't.

It'll cost you a lot more if you don't cancel it, as even if you leave the country, you'll be on overstay as of the day your extension expires. So if you return to Thailand and try to get another long-term visa, they'll fine you 500 baht per day for overstay up to the maximum 20,000₿

do you have to cancel your visa if you are a tourist? I saw this form is required for tourist visa extensions (at least in Samui).

You can NOT cancel a VISA, you may need to cancel your Extension of Stay.

IF you stopped being a tourist? Then yes, if you stayed a tourist than no as the reason why you got this extension did not change.

so people on education visas don’t have to cancel if they don’t stop being students before they leave the kingdom?

NO, again YOU can NOT cancel a VISA only a judge can give out a court order to cancel a VISA.

a student NEED to cancel his Extension of Stay based on education when the student stops the course or stops visiting the school. He might go on short leave abroad with permission of the school and a re-entry permit, during that short leave there is no need to cancel the Extension of Stay.

If you mean you are on an extension (not the first 90 days from the Non-ED visa), you need to apply for cancelation officially even if it's expiring. The cancellation application is fee-free at the immigration office where issued your extension. You can apply for canceling your extension in advance, you can leave anytime until the last day.

Then if you are still on the first 90 days direct from your Non-ED visa, you cannot cancel that 90days stamp, you just leave without doing anything about it.
