TLDR : Answer Summary
When renewing a NON-O visa based on marriage in Thailand, the necessity of a TM30 receipt can vary by immigration office. While some offices, like the one in Pattaya, may require a TM30 receipt along with other documentation like the house book and ID card, others might not emphasize it as much if you're still residing at the same address. It's advisable to check with your specific immigration office beforehand to confirm whether a TM30 is needed, especially since regulations may differ by location.

It's always best to consider any interaction with Thai officials to be its own standalone transaction that will not take any other interactions into account. Pretend they know nothing about you and have never seen you before, even if you've been going to that office for 20 years.
The Pattaya office requires my owner's house book, contract, ID card, and additional documents for the visa application process. They also sent me back to update my TM30 two times. But that is the Pattaya office. Like Tod saying, if you outside big cities like Mae Sot, they might not care that much.
they required all these things from me too the first time but I was thinking that because now is a renewal maybe i could be fine just with my 90 days report and the condominium contract
If your latest tm30 is from there. Meaning if you didn't travel internationally, or stayed somewhere else in Thailand that registered a tm30 on you, then you are fine. It's always only the latest tm30 that matters. If unsure, file a new one online or in person. Easy.
More and more offices ARE requiring a TM30 showing you're registered at the address you use when you're applying for an extension.
BUT
It is 100% going to be immigration office specific and you should check with your office before you go to apply for the extension (in case you need it or other documentation)
