Is the TM-30 receipt now a mandatory requirement for a Non-B visa renewal? Like, will Immigration refuse to renew my visa if I don’t have it, or will it just be a fine?

I can say with 100% accuracy that IF you use Chaengwattana for your Non-B extension and don't have a TM30 receipt you won't get an extension until you or your land lord files one.

The only people who are not being asked for TM30 receipts at this time for Non-B extensions are the ones that use the Cham Churi One Stop Service Center.

Yes most likely and I strongly suggest you get a TM30 filed now. To wait might mean delay in your visa extension/renewal.

The only way you will know is by asking your local Thai Immigration Office.
