TLDR : Answer Summary
Yes, you can buy a motorbike in Thailand using a 30-day visa on arrival, provided you have a Thai driving license and can obtain a residency certificate. The main consideration is whether you can register the motorbike in your name, which typically requires a residence certificate. While everyone can buy a motorbike, registering it in your name might take some time and paperwork, depending on your location in Thailand.

In Chon Buri, it took me a week to do the registration in my name. The Wednesday I did the paperwork and the next Wednesday, I went to collect my number plate and license.

You have a visa on arrival but you're from UK? I'll assume you don't and you've arrived "visa exempt" that's no visa.

Everybody can BUY a motorbike. Question is, whether you can register it in your own name. IF you can get a "residence certificate" on your mode of entry (almost everywhere except Bangkok), in most cases the answer is yes.

Why is Bangkok a problem? What can be done then, go to another office? Or ask an agent to assist? Or just go to your embassy (if it's one of those that still issues one)?

You need to use money or visa card. Using your visa stamp won't get you a bike.
