Can I obtain a residency certificate for a driving license in Thailand if I have a DTV and stay for 2-3 weeks?

I have a DTV, but I don't stay long-term in Thailand. I come on and off. Whenever I come I take 2 weeks or 3 weeks in a regular service apartment place in Bangkok. Can I still get a residency certificate which can be used for Driving License?
Do we have a minimum months / rental agreement formalities for this residency certificate for driving license.

At Cw Bangkok immigration you have to go 2 times the first visit show the correct forms they will give you a receipt to come back in7days to collect it, it is free

Yes you can get a residency certificate on DTV. I did twice for getting my Thai license and for buying a motorbike

When you get here next time simply take the TM30 you get from your landlord, a passport photo, and copies of your passport to immigration to get one, or two residency certificates, for both car, and motorcycle, if you get both licenses. You will need your valid home country license, with motorcycle endorsement if applicable, with an IDP, the residency certificate, and a medical certificate. You will first show dlt your qrcode from watching the online video and answering the questions, to make sure you watched it. It is simple. The difficult part is now how long it takes to get an appointment, as walk-ins no longer work.
