With UK being high risk, can you come in on a normal tourist Visa (as in stamped in at the airport as per normal) providing you have coe, health insurance, accomodation etc. Thanks

1. The process to leave England. I heard something about how people holding UK Passports departing from England may be getting stopped because of some new law that's in place over there. Englands' departure policy has no influence on Thai's entry policy.
2. The process to enter Thailand. Once you land in BKK (the only airport with international flights), the immigration officer will review your documents and decide if they would let you enter or not. I have not heard of anyone being rejected on entry. If you think you might get rejected because you're on some type of blacklist... then you'll probably be rejected :\ But if you aren't on a blacklist, you're allwed in.
You're confusing two different types of entry to thailand
You BUY a tourist visa from the thai consulate in your country BEFORE you wing your way here and when you show up you're stamped in for 60 days
OR
You show up here without having bought any visa and get stamped in for FREE on the "visa exempt entry program" (which is now 45 days not 30 like it was)
BUT
As long as you meet the entry requirements you can come in either way without a problem...
So long as you jump through the required hoops before and during your stay, you can enter on visa exemption. Dont forget you then have the British government's hoops waiting for your return!
"Normal" tourist visa? I think you mean visa exempt, which is not actually a visa. Yes you can get a 45 day stamp which includes the 15 days quarantine, so effectively 30 days. Can be extended once for a further 30 days
