For example, if you're a tourist in a different country.

I used an onward flight ticket from Chicago to Phuket for my visa and it costed around 14 bucks

I was in The Philippines but applied to The U.S consulate of Chicago, USA . Had 0 problems. I entered a few days ago

Is it possible? Yes it's possible. Is it allowed. No it's not allowed.

That being said, they don't know where you are. But most evisa consulates are asking for you to show a ticket from the country you are applying at to Thailand in order to approve your visa. I haven't seen anyone report success in trying this, so if you decided to try and it works, please let us know.

Had a post earlier from someone in Dubai. UK passport, applied for evisa and were denied because they weren’t in the UK. Not sure how the embassy knew but they were refused.

Perhaps a good approach is apply for the eVisa using the UK as my main address (which is accurate). If successful - but then BKK airport immigration denies the eVisa, I can request a visa on arrival. Thoughts?

When I check eligibility status, the e-Visa website says No. I checked different locations - for Europe & USA it's possible.

I'll be happy to. But wouldn't this create problems at immigration when they ask where I'm flying from?

Or am I over thinking it? Do you know whether others have done this?

You're over thinking it. Immigration doesn't care where your visa was issued at. Very common to get a visa in the US for Thailand, go to Bali, go to Vietnam, then go to Thailand.
