I have a question: Can someone apply for e visa from Hong Kong without even being there...for proof of address local hotel bill can be given...is it illegal ??

They'll ask for proof of entry, such a HK entry slip or so, and they'll look up at the dates. If they find out you're not located where you say you are, the application will be automatically rejected and no refunds will be provided. You can give it a try only if you're willing to risk the application money.
I don't know what they do nor what they can see, in general, as each embassy is different. In my case, when I applied at my local embassy (Seoul, Korea) for the DTV, they did ask for a certificate of entry and exits issued by the Korean government, just to make sure I was at Korea in the moment. This, deposite I had uploaded a photo of my Korean residence card, to justify why I chose that embassy.

Actually, the exact wording was: if we SUSPECT you're note located where you say you are. That's the message I got when I applied for my visa on the online website.

No. You must be physically inside of a country in order to use e-visa to apply through a Thai embassy there. The visa application clearly asks you where you are currently at, and if you mark anywhere other than the country you are applying through it will not let you proceed. Lying on the application means you are obtaining a visa through fraud.
