TLDR : Answer Summary
Yes, it is possible to apply for a Thailand Evisa while you are not in your home country. Several users have confirmed they successfully applied for their visas from foreign countries, such as Turkey, without needing a confirmed flight at the application stage. However, the ThailandPass system requires confirmed flights and accommodation after obtaining the visa.

I applied with the US DC embassy while I was in Turkey with originating flight from Istanbul. No issues. Got the evisa in a week.

Did they ask you to upload the last year of stamps in your passport? I am asking because I don't have an exit stamp so they would know I am not in The U.S

I just put a blank page of my passport. They knew I was flying from Istanbul though as that was on the flight ticket.

I believe that at the visa application stage you don’t need a confirmed flight, you just give details of a flight you might take. Once you have your visa the ThailandPass system needs confirmed flights and accommodation, but doesn’t need details of your visa.
