You can submit an application online (on the Thai visa website thingy) and have it approved or declined. You can also submit one at an embassy (where the interpretations of the rules and procedures vary) and have it approved or declined. So there are two separate options. Right or wrong?

It depends on where you are applying from... In some countries they don't have e-visa and you need to go to an embassy/a consulate in person. If the country you are in use e-visa you submit your application there.
