Do you have to apply at the consulate that has jurisdiction over the state in which you reside, or can you apply at any consulate?

They used to be able to issue many types of visas...but limited now.

I am applying for the 60 day tourist visa and wanted to apply at the one in New York because it’s the only one that doesn’t require proof of a flight out of Thailand. But, on the website is says the “encourage” people out of their jurisdiction to apply at the consulate closer to them..I am in Mew Mexico so technically I should apply at Los Angeles.
I just don’t want to get denied for the something like this
