TLDR : Answer Summary
You can apply for a 60-day Thai Tourist Visa at Thai consulates located in several countries. Good options include Vietnam (Hanoi and Ho Chi Minh City), Malaysia, and Laos (Vientiane). For US citizens, a trip to Laos is often recommended as the consulate there is considered user-friendly and less demanding in terms of documentation. Additionally, some travelers suggest visiting friends in Singapore or flying to Udon Thani from Chiang Mai. Keep in mind that your nationality may influence which consulates are available to you.

you apply online, submit your documentation online and they tell you if you're approved and when you can go get the visa put into your passport.

If you're in Chiang Mai you can fly to Udon Thani, then take the mini-van outside the airport to the Nong Khai border cross into Lao and go to the thai consulate in Vientiane. It's the most user friendly, and they don't ask for proof of 20K baht in a bank account, proof of onward travel or proof of a hotel booking like other consulates in the area do

, If you're in Chiang Mai, the thai consulate in Vientiane is the one to use. It's the closest and the most user friendly

it's iffy. Savannakhet, Hanoi, Ho Chi Minh City, Penang, KL, Yangon, Phnom Penh require some or all of the 3-proof-ofz (20K baht in a bank, onward travel, hotel booking) to issue a tourist visa

ONLY the thai consulate in Vientiane Lao requires none of them

The thai consulates in Hanoi or Ho Chi Minh City Vietnam are good.

Malaysia is your best and likely cheapest bet. Either that or Laos.
