TLDR : Answer Summary
A US citizen currently in Vietnam cannot apply for a tourist visa from within Thailand but can apply for a tourist visa while in Vietnam. Specifically, they can apply for a Special Tourist Visa (SETV) at a Thai consulate in the country, as the eVisa system may not be available yet. Relevant Thai consulates in Vietnam are located in Hanoi and Ho Chi Minh City.

You can not apply for a tourist visa INSIDE Thailand, however you can apply for a tourist visa when you are outside of Thailand.

You can apply for a SETV in Vietnam. I do not believe they have the eVisa system working yet.

Here is the Thai Consulate in Hanoi's website:

A related question, is it crazy/improbable to attempt to get an STV in the next 10 days? I am planing to try to get an SETV, but I thought I’d ask you highly knowledgeable admins about this before attempting brain damage.

You can only get the STV in the country of your passport

Yes, virtually all incoming flights to Vn now are for stranded Vn, family members, or business visa holders

Foreigners and overseas Vietnamese, who hold valid permanent or temporary residence cards, visas and visa exemption certificates, can enter Vietnam in accordance with the Law on foreigners’ entry into, exit from, transit through and residence in Vietnam without having to obtain prior approval from relevant Ministries, sectors, and local authorities or undergoing pre-clearance procedures at the Immigration Department.

Those wishing to enter Vietnam for tourism purposes can do so by joining tour groups under the Ministry of Culture, Sports, Tourism’s pilot inbound tourism program./.

if already inside Vietnam ask the Thai Embassy /.Consulate...

But if outside Virtnam...its mostly CLOSED as one cannot get to a Thai Embassy or Consulate in HoChoMinhCity or Hanoi. ONLY can go to an island off of Vietnam which is open as a sandbox.....but cannot travel in Vietnam grom thar island. Must depart Vietnam.

I live on that island. Domestic travel within Vn is not a problem these days. All airports are open and busy. Do I physically need to go to the Thai consulate in Hanoi/SGN?

contact the Thai Embassy or Consulate and ask.

In past you had to physically show up and apply for a visa.

But for those now outside Vietnam the information I have seen is that it is still CLOSED to tourists other than that island.

But ....I see this...

Effective January 18, 2022, travelers with a valid Vietnamese residence card, visa, or visa exemption certificate, may enter Vietnam. A Real-time PCR COVID-19 test taken within 72 hours will be required. For further details, please see section “Entry and Exit requirements” and “Quarantine Information” below.

you are correct that there are no tourist visas being issued in Vn currently. Some of us have been here for a few years extending expired tourist visas, but that has now ended and we must leave the country. Thus, the probable relocation to Thailand

@D **************
yes I was surprised to read that Vietnam was not extending foreigner visas to stay.

Both Thai Embassy and Consulate are known to be very friendly and helpful in issuing Thai visas to foreigners.

Please report back your experiences with obtaining a new Thai visa to enter Thailand.

Different consulates have different policies. The policies for the consulate in, let's say, Paris, won't apply to HCMC 🙂
