As a citizen of the United States can I apply for a Thailand 90 day visa while in the Philippines? The only reason I am going to the Philippines is I was warned by the immigration official at the airport upon my last entry to get my visa situation settled for long term or I would not be allowed entry into the kingdom.

TLDR : Answer Summary
A US citizen can apply for a 90-day Thailand visa while in the Philippines, but the application process is subject to the policies of the Thai embassy in the Philippines. There are discussions suggesting that the focus should be on acquiring a long-term visa instead of temporary tourist visas, as repeated short-term visa runs may lead to immigration complications. Additionally, some comments highlight alternative long-term options in the Philippines.

Jumping out of Thailand and applying for tourist visas isn't much of a strategy to live in Thailand and will fail at some point. I suspect what they meant was to get a long term visa
Philippines is much easier to just keep rolling over visa extensions without leaving the country even without a retirement visa. Probably worth trying it out for a few months to see how you like it, especially if you're not fully set up in Thailand yet.
