TLDR : Answer Summary
Yes, you can apply for a Non-Immigrant B visa at any Thai consulate in the USA, including Los Angeles, New York, Washington DC, and Chicago. While these consulates can issue year-long, multi-entry Non-Immigrant visas, any honorary Thai consulate can only issue a 90-day single entry Non-Immigrant visa. There may also be variations in the requirements to obtain the visa.

you can apply at ANY of the thai consulates in the US.

The four mentioned (Los Angeles, New York, Washington DC and Chicago) are the only ones that can issue year-long, multi-entry Non-Immigrant Type visas BUT ANY of the honorary thai consulates can issue a 90 day single entry Non-Immigrant visa ..

There could be a difference in requirements to get the visa, but the visa itself stays the same.

You're right that only the one in DC is an embassy. I would imagine the requirements for the visa are listed on the respected websites. For example, on the LA website that I chose at random, it does not give any restrictions on who can apply for the Non-B visa based on the State they reside in:

I don't know about the others, but I would imagine they would have the requirements listed there too.

So not to be nit-picky but as we are talking about visa's and such.. only DC is an actually embassy. The others are consulates and while they both offer similar services they have different roles and who they service. I was told I needed to go to DC but I'm not sure if that simply means the person didn't know that I could go to a consulate, or that I would in fact need to go to DC.

The embassy websites for Chicago, LA, New York, and DC are

It should be possible for you to get both, it depends on the embassy though

Is it possible to get either one at both places? Or does only the embassy issue Non-Immigrant B's?
