so as I understood, the fine will be given to the landlord right? But the missing days between the last TM30 and the new one (around 10 days delay) can be a problem if I have to go to immigration and get my new stamp? Can they ask me where I was in those days?

nope, late filing a TM30 wouldn't affect you apply for a visa at a thai consulate in another country at all. Two different gov't entities, INSIDE thailand things are run by the Immigration Division of the Royal Thai Police and outside the country (at the embassies and consulates) things are run by Ministry of Foreign Affairs
