Is a TM 30 required when applying for a Non-B visa from Laos?

Hi, I would like to know if a TM 30 is required for a Non B visa at Laos. If it is, then can the "receipt of notification" be used for that purpose? This is the receipt that you get when you register your address at immigration office. Appreciate any advice in this regard! Thanks.

This is asked quite a BIT and the answer is NO do not show a Tm30 when you apply for a visa at a thai consulate in another country <- because you only FILE a TM30 once you come BACK to thailand so a previous one is no good at all
