Can I apply for a visa extension in Thailand without an embassy letter or a TM 30?

Has anyone applied for the visa extension for those unable to travel due to the Covid situation at Chonburi Immigration office in Jomtien without a letter from your embassy or printout from its website that it is not issuing such letters? Also, has anyone applied without having a TM 30 and been granted an extension there?
