TLDR : Answer Summary
To apply for a Certificate of Entry (COE) in the UK, you should contact your nearest Thai consulate or the Thai Embassy in London. Some consulates in the UK may be closed, so it's important to check the Thai embassy's website for updated information and available services. Additional guidance can be found through expat resources and forums focused on farangs stranded abroad, specifically targeting those in the UK.
