TLDR : Answer Summary
The application for a Non-O immigrant visa can use financial evidence provided by a local bank in her home country. There is no requirement for the account to be in a Thai bank, but the currency must meet or exceed the Thai baht equivalent as stipulated by the Thai Embassy in her country.

The financials for applying for a visa from overseas can be in any bank in their name only. Currency exchange has to be equivalent or greater than the Thai baht value listed.
