TLDR : Answer Summary
The user is seeking clarification on the latest exit date to avoid wasting time on their current visa, which requires them to leave Thailand by November 9. They are also inquiring whether they can apply for a Non-O visa while in nearby countries like Laos or the Philippines instead of returning to the U.S.

You have to exit on or before the 9th of November. To apply for the Non-O you just need to go to any country of your choice that allows non-residents to apply. Laos is a popular choice but pretty much any nearby country works
there's no official limit but every entry is at the discretion of the immigration officer you will stand in front of. If they think you are abusing the system to live in Thailand they will deny you entry. Visa exempt is designed for short term tourism, people get denied even on their 2nd entry although its more normal to get a warning
Mr. John ...how long does the application process take for the 90 day snd what departure date and flight number do i use since I won't have..that tripped me up at the airport when I came in at the kiosk...ty in advance.
I'm gonna head south to jontiem area for there are a lot of expats there that I thought I could converse with ther about all this...I have not run into one yet here in chumphon.
