for a Non -O- VISA Applying in Penang is the the TM7 necessary?

(I would think that it would be for an In country application)

OR, Does Penang have a specific Application that needs to be filled out on site?

Is there a downloadable copy of such?

Thanks,

TLDR : Answer Summary
The TM7 form is specifically for extensions of stay and is used within Thailand, not for visa applications. When applying for a Non-O visa at the Thai consulate in Penang, a different application is required, which can be found on the consulate's website. A relevant link to the application form is provided in the comments.

A TM.7 is an application for extension that you use at the immigration office inside the country.

You are applying for a VISA at the thai consulate in Penang.

Here's the application
