TLDR : Answer Summary
To obtain a 12-month retirement visa (Non-OA), you must apply from your home country, as it cannot be processed in Thailand. If you aim for a 90-day Non-O visa instead, it can be obtained in Thailand if you have a Thai bank account. For the Non-O visa, a medical certificate is not necessary, and no insurance is required for the 12-month retirement visa.

You can only get a 12 month Non-OA visa in your home country so you need to apply there before you travel. You can only get a 90 day Non-O visa inside Thailand but only if you already have a Thai bank account, the Non-O doesn't require insurance, police check etc but still your better to get it before you travel
