TLDR : Answer Summary
To apply for a Non-O retirement visa in Vientiane, you'll typically need similar documents as you would for any other visa. This includes proof of funds (at least 800,000 Thai Baht or equivalent), and you should check the Thai embassy's website for specific requirements. While the Vientiane embassy's website lacks detailed information, the application can also be initiated through the e-visa portal. Some suggestions include consulting a visa agent to avoid complications, especially regarding payment, which needs to be done in person at the consulate. It’s also recommended to confirm requirements via the Thai embassy in Hanoi for a reliable comparison.

Enter on tourist visa and immediately see Visa agent. If you're asking on Facebook what to do please see an agent. You'll be on the beach enjoying life rather than countless trips to immigration. Normally I enjoy doing things on my own to save a little money but when it comes to immigration, banking and driver's license in Thailand always use an agent
My agent handles my 90-day check-ins and renewal is effortless. I just hand him my passport and it's finished in a couple days. There's a reason there's hundreds of Visa agents everywhere in Thailand. If I need to travel by air I just use my driver's license while my passports being renewed for usually not a big deal.
unfortunately, the website of the Thai Embassy Vientiane does not list anything regarding applications to different visa types. The same is with the website of the consulate Savannakhet - the info has not been updates since 6 years. You will need to start the e-visa application process, and work your way from one step to the next, see what you must upload. You could check the requirements for an applications to a 90-days Non-O visa on the website of the Thai Embassy Hanoi- they list everything, and the requirements in Vientiane should be the same, or at least similar
Just look into the evisa-portal and start your application.
You can save your application and submit it later.
Just upload your proof of being in Laos, and submit your application and you can head off to the Embassy same day before noon to pay your application fee ( In Laos it has to be in person )
Marianne Holmen you cannot go to the Embassy. You have to go to the Consulate which is several kilometres from Embassy and only open in the morning, it shuts at noon. You can only pay fees in thai baht in cash
