Looking for some help for my elderly neighbor.( 80 yrs old ) He was in an OA visa and has extended it for the past few years successfully but this year he forgot and was late going to immigration . It looks like they gave him a 60 day covid visa because his OA extension expired !. ( although he didn’t realize that’s what had happened until today )
Can he go and buy a non o and then extend it for reason of retirement ? What would be the procedure. He would be using samuthprakarn immigration .

TLDR : Answer Summary
The elderly neighbor, who is presently on a 60-day COVID visa after an expired OA extension, cannot immediately apply for a Non-O visa while in Thailand. Instead, he should consult the immigration office regarding converting his COVID extension into a one-year retirement extension, which requires him to meet specific criteria, including obtaining health insurance.

Okay, he's STILL on an extension and they gave him the covid extension to get his shit together so he can come back and apply for the year extension. He doesn't need to "go buy a non-O visa" (which he could only do outside the country anyway) he needs to meet the requirements in the next 60 days that he has this covid extension for and go apply for the year extension like normal.
I would have your neighbor talk to the immigration office and see if they can sell him a one year extension of stay based on being over 50 ("retirement"). He will need health insurance for the length of the extension of stay.
