A friend of mine is on retirement visa, runs out on Thursday (14 Oct) and going to Spain at the back end of October/mid November. Can he do a kind of ‘one time 60 day extension’ rather than applying for the whole year again? Location - Bangkok.

The only thing he could do would be to get a 60 day "covid" extension. The thing is IF/WHEN he comes back he'll have to start all over with the 90 day Non-O and then the year extension again from square one.
I'd say IF he's gonna come back any time this next year that he should just get the new year extension and then a re-entry permit before he leaves.
