Can my mom change from a non-o to retirement visa? She used to hold non-o for medical purpose and later change to covid19.

you need to go to the immigration office and ASK there. If it is written on the visa itself that the Non-O was for medical reasons they might not let her get an extension based on retirement.

She would need to have 800K baht in a thai bank account in her name only for 2 months before she applies for the year extension based on being over 50 (retirement)
