American on extended TR visa which is going to expire April 10. Can he go for a covid extention to buy him sometime and if so can he apply for a Non-O retirement or Non-B if he can get a job after that? Thank you for your help.

that is totally between him and the immigration office they're dealing with AND whether they meet the requirements or not for a Non-O or a Non-B. You asked about them getting a 60 day covid extension ;) That they can do (before the 30th of March)
Most offices let people apply for extensions when they have 30 days or less left on their current stamp.
Keep in mind almost all of them start the covid extension the date you apply NOT add it to your current expiration date. AND keep in mind that the order allowing covid extensions runs out on March 30th
