TLDR : Answer Summary
Traveling to Thailand on a tourist visa while waiting for a Digital Tourist Visa (DTV) approval is generally not advisable. Comments emphasize that applicants must remain within the jurisdiction of the embassy or consulate that processed their application until it's complete. Leaving the country might lead to complications such as cancellation of the application or missed interviews, as the embassy requires applicants to be available during processing.
The embassy still sees the visa process like it used to be. You submit your passport to the embassy as part of the application and cannot travel while they are processing. You must remain within the jurisdiction of the embassy while they are doing the processing.
One of the reasons many embassies ask for a scan/photo of every page of your passport along with something to prove the date after the application has been submitted and some time has passed, is so they can ensure you remained inside the country you applied and do not have any other entry/exit stamps since the application was submitted. They can also summon you for an interview and if you do not show up, they will reject your application for not being present.
A few people have been lucky and got away with it, but the reality is you need to remain in a location served by the consulate you applied through until the process completes
Paul Franklin Basically you can't leave the Country where you're applying for the visa until processing is complete. Of course there's nothing stopping you leaving but if the Embassy/Consulate request an interview or further proof you're still in the Country then your application will be cancelled and you'll loose any fees paid.
