Someone recently told me you can apply for the DTV outside of Thailand, re-enter Thailand whilst it is processed and then leave Thailand and come back in on the DTV. Is this correct?.
Answer summary
The consensus among commenters indicates that applying for a DTV visa from outside Thailand while re-entering the country during processing is not allowed. This practice breaches immigration rules, as applicants must remain in the jurisdiction of the consulate until their application is completed. Some comments suggest that while a few individuals may attempt this and succeed, it poses a substantial risk of application rejection and subsequent complications.

Go to the embassy website. Read the requirements. You'll find your answer from an official source there telling you that what you're describing is not allowed.
You can try it, but if your DTV application is rejected and you lose your application fee, you'll know why. However, there is a chance you might get away with it
