What happens if a slow embassy doesn’t approve your DTV before the travel date?
Would I be allowed to enter Thailand on a Visa exemption and fly back out once it’s approved let’s say Vietnam and re enter on the DTV.
Is this allowed?

TLDR : Answer Summary
If your DTV visa application is not approved before your travel date, you should remain in the country where you applied until the application is processed. Although some travelers have entered Thailand on a visa exemption while waiting for their DTV approval, this is risky; it could result in the denial of your visa application and the loss of your application fee. It is highly recommended to wait for the visa's approval at the embassy and avoid unnecessary travel that could jeopardize your application.
Anonymous participant says many thai consulates, they view online visa applications as being just the same as if you had walked in and handed over your passport. A number of consulates even make you sign that you will remain there until processing completes.
The cost will increase for sure. Have to buy round trip as well as hotel booking again .
The best scenario is cancel the flight ticket rather than reschedule and extend hotel. Because don’t know when it would know the result.
Wait until approved there . Buy ticket only one way ticket to Thailand.
The cost will not high as back and forth.

No you must be outside the country during process - or face denial

Sometimes it worked, other times it lead to trouble or cancellation at in-country offices. They may also use it against you at any point in the future, because the rules are clear. NOT recommended. Do NOT disrespect the Kingdom.

People have done exactly that without issue. But, equally people’s applications have been denied for leaving the country. Some Embassies require an affirmation that you remain in country until the visa is processed.

No you must stay in the country you applied from until they either approve or deny
