TLDR : Answer Summary
If you have a guardian visa in your current passport and need to obtain a new one, you will need to go to the immigration office with both passports and a letter from your consulate. If you have a yearly extension of stay from an immigration office, they can transfer your stamps to the new passport. However, if you have a multi-entry visa from a Thai consulate, you will have to use both passports when exiting and re-entering until the visa in your old passport expires, as immigration officers do not transfer visas.

Get the new passport, take 'em both and the letter to the immigration office and they will transfer the stamps and valid re-entry permits to the new passport for free

In bangkok you need these things to transfer stamps

Good Luck (y)

If on the other hand you're on a year-long, mutli-entry VISA (from a thai consulate where you bounce out and back in every 90 days) you use BOTH passports when you exit/re-enter the country until the visa in the old passport expires. <- That's because the immigration office will NOT transfer a visa to a new passport (only an extension & re-entry permit)

okay seeing as you didn't answer my question I'll give you BOTH answers.

If you're on a yearly extension of stay (from the immigration office) you go get a new passport from your consulate, then you take it, the old one and the letter from your consulate that you replaced a passport inside the country to the immigration office and they will transfer your stamps to the new passport.

Do you have a VISA <- that you got from a thai consulate in another country where you exit/re-enter every 90 days

OR

Do you have a yearly extension <- that you got from the immigration office where you do 90 day reporting?
