When I read American... that's a passport from the USA.
It's the same procedure with any passport in the transfer of visas or extension of stay to the new passport.

I just did this. Super easy. You need a copy of every page of your old passport and the first page of the new one. You need a copy of your TM 30 and 90 day report. You also need the transfer visa form filled out.
they do NOT issue the letters anymore. Thai Immigration is aware of that fact.

I got a letter from my embassy requesting immigration to transfer my visa from my old passport to my new one. Went to immigration and they did so. Irish passport.
Take both Old and New passports to your local Thai Immigration office AND ask them to transfer the extension of stay now in the Old passport to the New passport.
