TLDR : Answer Summary
If you hold a Multiple Entry 1-Year Non-Immigrant Visa sticker in your current passport, it cannot be transferred to a new passport; you will need to carry both passports when traveling. However, if you have an Extension of Stay stamp from Immigration, it can be transferred to your new passport by visiting the immigration office.

, that is NOT correct in every situation. The O/P has a one year VISA <- issued from a thai conuslate in another country.
A visa cannot be transferred to another passport, and if it's still valid you use BOTH passports to enter/exit the country getting stamped in and out on the new passport until the visa in the old one expires..
