TLDR : Answer Summary
The retirement visa process in Thailand requires you to be at least 50 years old. While you cannot apply for the retirement visa before your 50th birthday, you can prepare by obtaining a tourist visa and arranging the necessary funds. Upon turning 50, you can then apply for the retirement visa.

No, but you can come to Thailand now on visa exempt 30+30 which gives you until April 15th. Then handle the O-Visa and extension

You can get a 60 day tourist visa before you come, that can be extended by 30 days in Thailand and then open your bank account and transfer the 800,000 Baht.

This is the most difficult part of the visa process, so once you have this in place you will be ready to apply for the retirement visa when you hit 50.

No, you can get a bank account and funds transfered but you have to be 50 to apply

If heā€™s still in his home country he could also apply for a Non O before he comes and use tax payers and bank statements from home to verify his income. Then he can stay in 3 months and have bank and funds before he seeks the one year extension of stay. But he needs to be 50 to apply from home.

True but he still needs a bank account and seasoned funds for the extension

I quess itā€™s a bit easier for us as our embassy/consulate just verifies our income and we donā€™t need to show proof of funds in bank. As I understand some embassyā€™s donā€™t provide this service.
