Is it possible to get a Retirement Visa at this time?

As this point since closure of border is >120 days, so I guess no one has a stamp that still valid on VE/Non O to apply within the country for a New over 50 ā
actually you are not quite correct. IF someone came in on a 30 day visa exempt or a 60 day tourist visa then went on amnesty BUT before the amnesty expires they applied for a 30 day regular extension (that they didn't get yet) OR a 60 day visit thai family extension then they could indeed apply for an in country 90 day Non-O visa at the immigration office.

Okay, IF the O/P is NOT on amnesty from an existing Non-O VISA entry or an extension of stay based on a Non-Immigrant Type visa they cannot get a 90 day Non-O based on being over 50 inside the country :/
That is because at this time, <- meaning now, you can't process a Non-O application based on being over 50 (retirement) from amnesty. It's because you need "real" hard stamp days left on your current stamp to get thru the under consideration period not imaginary amnesty days.

No, to get into Thailand you need the Certificate of Entry. People using the visa on basis over 50 years of age, (retirement) are not listed to enter Thailand.
In the case you are inside of Thailand using a Non Immigrant Visa and you like to stay longer you can apply at the Immigration Office for the Extension of Stay based on being over 50 years of age (Retirement)

i am not an expert, but as his visa had expired, he would not longer have a valid non-O. as such have to start the whole process from scratch. why wait if can get non-O based on marriage from inside the thailand.
I don't know, because it's not clear to me what the OP has. The OP is seeking an extension of stay based on retirement; we don't know if his current extension of stay has expired, or is expiring. I'm assuming it's expiring.
Do you know if his visa/ extension of stay has expired, and if so, how do you know it?

thought his visa expired already. can you still get an extension off of the expired visa ?
I think it's something that should be asked at your local immigration office. I also recommend waiting for more information from the government on what to do after July 31.
Does it means, if I had a Non Immigration O multiple entry (based on marriage to a Thai) expired and on amnesty now that I can apply for extension over 50 when I meet the requirements ?
